An IDF patrol in the Golan Heights came under artillery and small arms fire Friday from Syrian forces. No injuries were reported, but damage was inflicted to an IDF vehicle, according to an Israel Radio report. The IDF Spokesperson reported that no damage was reported.

The army dispatched helicopters to the area, near Kibbutz El Rum in the northern Golan Heights, and IDF forces stationed along the border returned fire at the Syrian army post with a Tammuz missile and tank fire. Euro ministers back 10 billion euro Cyprus bailout

Euro zone finance ministers backed a 10 billion euro bailout for Cyprus on Friday and the European Commission said it would try to help the island's economy grow again with better use of EU structural funds.

The ministerial support opens the way for several euro zone countries, including Germany and Finland to seek approval for the three-year bailout in national parliaments, so that loan agreement with Nicosia can be signed by April 24.

The first tranche of the loan - 9 billion of which will come from the euro zone and 1 billion from the International Monetary Fund - will flow to Nicosia in mid-May.

U.S. tells North Korea new missile launch would be "huge mistake"

U.S. Secretary of State John Kerry warned North Korea on Friday that it would be a "huge mistake" to test launch a medium-range missile and said the United States would never accept the reclusive country as a nuclear power.

Addressing reporters after talks with South Korea's president and leaders of the 28,000-strong U.S. military contingent in the country, Kerry also said it was up to China, North Korea's sole major ally, to "put some teeth" into efforts to press Pyongyang to abandon its nuclear ambitions.

Kerry, like other U.S. officials, played down an assessment from the Pentagon's intelligence agency that North Korea already had a nuclear missile capacity.

EU loses around 1 trillion euros a year to tax evasion

Tax evasion is causing lost income of around one trillion euros a year in the European Union, the president of the European Council said on Friday, and EU leaders will discuss how to combat the issue at a summit next month.

"We must seize the increased political momentum to address this critical problem," Herman Van Rompuy, who chairs meetings of EU leaders, said in a statement broadcast on the Internet.

"Tax evasion is unfair to citizens who work hard and pay their share of taxes for society to work. It is unfair to companies that pay their taxes - but find it hard to compete because others don't."

US raises nuclear alert to DEFCON 3, China mobilizes, masses troops on North Korean border

Friday, April 12, the US raised its nuclear alert status to DEFCON 3, Condition Yellow (out of 5 levels), stating “There are currently no imminent nuclear threats against the United States at this time, however the situation is considered fluid and can change rapidly.” Many believe that North Korea will launch their test missile on or about April 15. Japan has instructed its armed forces to shoot down any North Korean missile that heads toward its territory.

Contrary to comments from the White House Thursday, the Pentagon reported that “North Korea probably has nuclear weapons that can be mounted on ballistic missiles.” This is a very significant admission by the United States and a dangerous change to the Korean situation.

European Commission wants 64.2 mln euros back from Austria due to miscalculation

The European Commission wants Austria to pay back 64.2 million euros in funding due to errors made in measuring its agricultural area for the years between 2006 and 2008, local media reported Wednesday.

But the Austrian Ministry of Agriculture, Forestry, Environment and Water Management said it expected the final amount of money to be paid back to be "much lower."

The Ministry also stressed that Austria still ranked number one amongst all European Union member states in its efficient handling of funding, and had the lowest amount of funds recovered of all the 27 EU member nations.

BIRD FLU HITS NEST FARM IN VIETNAM

Nearly 5000 swifts, whose nests are collected for sale as a luxury health food, have died in southern Vietnam after contracting the H5N1 bird flu virus, say news reports.

The birds, half the population of a facility in Phan Rang Thap Cham City, died between March 28 and April 11, Tuoi Tre newspaper reported on Friday.

The city has many so-called bird houses, where the swifts are encouraged to build their nests, which are then collected for sale.

The nests, made largely of the birds' saliva, are a sought-after ingredient for soup and other delicacies.

Hurdles for U.N. team on standby to probe Syria chemical arms

A team of U.N.-led experts is on standby in Cyprus waiting for the go-ahead to investigate allegations of chemical weapons attacks in Syria, but the mission has been held up by diplomatic wrangling over their powers and how to keep them safe.

The team of at least 15 investigators includes analytical chemists, able to collect and test suspected samples, and World Health Organisation experts on the medical effects of exposure to toxins, who could examine alleged victims.

For now, the deployment is at an impasse.

The four-year-old girl was previously healthy before being allegedly poisoned by chemotherapy medicines over a 10-month period.

It has emerged her 22-year-old mother had apparently been posting messages on a Facebook page in an attempt to draw sympathy for her daughter's plight.

The Facebook page also showed where readers could donate cash or toys to the girl, who cannot be named for legal reasons.

The site also featured dozens of photographs of the sick child, many taken on hospital wards.

The page was supported by more than 8,000 members of the public, many of whom have now turned against the mother online.

Spring storm that has killed 3 is moving to the Carolinas after socking the Midwest

A powerful spring storm that brought tornadoes, hail and high winds to the Deep South after socking the Midwest was making its way toward the Carolinas early Friday, with three deaths blamed on the rough weather and thousands of people without power.

The storm marched from Louisiana to Georgia on Thursday, causing major damage to parts of Mississippi, where a twister was spotted and one person was killed. Tennessee authorities late Thursday declared a state of emergency after a tornado was reported in Monroe County, in the southeastern part of that state.

While tornado watches for the Atlanta area had been lifted by early Friday, they remained in effect for parts of the Carolinas.

Cyprus to appeal to EU for extra bailout funding

On Thursday, it emerged that Cyprus would need to raise an extra 6bn euros ($7.8bn; £5.1bn) to secure a 10bn euro bailout from Brussels and the IMF.

The president now says he is writing to EU leaders, asking them to change their policy towards Cyprus.

Mr Anastasiades made the announcement ahead of a eurozone finance ministers meeting in Dublin.

According to a draft document prepared by the country's creditors, the cost of the rescue has risen to 23bn euros from 17.5bn euros, with Cyprus now having to find 13bn euros of this.

Tang Hui wants £154 in compensation for the loss of her freedom after being sent to a Chinese "re-education" labour camp

A Chinese woman sent to a labour camp for demanding the punishment of seven men who kidnapped, raped and forced her then 11-year-old daughter into prostitution has gone to court for compensation.

Tang Hui was last year sentenced to 18 months in a "re-education" labour camp after she repeatedly protested to demand justice for her daughter's ordeal in 2006.

Seven men were finally convicted for their roles in the attack last June, with two condemned to death, four given life sentences and one jailed for 15 years.

Ms Tang then sought harsher punishment for the accused.

Two months later she was detained, triggering a public outcry that saw her released after eight days.

Is the IRS hacking your email and voicemail without a warrant? ACLU claims tax agents are violating Fourth Amendment

The Internal Revenue Service could be reading your emails without a warrant, the American Civil Liberties Union has revealed.

The group claims that federal tax agents work under the assumption that they don't need a judge's approval to seize emails or voicemail messages that have been stored on an email server for more than six months.

The ACLU says the agency continues to seize emails without a warrant, despite a 2010 federal appeals court ruling that the practice violates the Fourth Amendment, which protects against unreasonable search and seizure.

The news comes at the height of tax season - just four days before the April 15 deadline for filing federal and state income tax returns.

US-Palestinian boy faces Israel trial for throwing rocks

A 14-year-old boy with dual U.S.-Palestinian citizenship went before an Israeli military court on Thursday accused of throwing stones at Israeli cars in the occupied West Bank.

The case has cast a spotlight on the hundreds of Palestinian minors detained by the Israeli military for stone-throwing. Human rights groups have condemned such jailings. Israel's military says the age of detainees is irrelevant when set against the fact that mass stone-throwing can endanger life.

Mohammed Khalak, his ankles shackled together just above his running shoes, was accused along with two other youths of pelting Israeli military and settler vehicles outside the village of Silwad.

US drones target low-level militants who pose no threat

The US government was accused of hiding the truth about its drone programme after leaked intelligence files revealed that it was targeting unidentified militants who posed no immediate threat to the United States.

Despite President Barack Obama’s public promise that the CIA’s armed Predators and Reapers were only firing on those suspected of plotting against America, top-secret documents show that in one year alone almost half of those killed were simply listed as “unknown extremists”.

The documents, obtained by US news agency McClatchy, also reveal Pakistan’s intelligence agency was co-operating with the US at the same time as its government was condemning drone strikes on its soil.

U.S. report of North Korea nuclear weapon contested

A U.S. government agency has said North Korea has a nuclear weapon it can mount on a missile, adding an ominous dimension to threats of war by Pyongyang, but the assessment was swiftly dismissed by several U.S. officials and South Korea.

The Defense Intelligence Agency (DIA) said it had concluded with "moderate confidence" that North Korea had developed a nuclear bomb that could be fitted on a ballistic missile, but added such a weapon would probably be unreliable.

Its assessment was made public by a U.S. lawmaker amid soaring tension on the Korean peninsula and just hours before Secretary of State John Kerry arrives in Seoul on a visit to the region that will include stops in China and Japan.

Chinese 'poacher' arrests in Philippines

China has urged the Philippines to "guarantee the safety and legitimate rights" of fishermen who have been taken into custody for poaching after their vessel ran aground on the protected Tubbataha Reef -- the latest incident in often tense relations among nations in the South China Sea.

Foreign Ministry spokesperson Hong Lei made his comments on Thursday, state-run Xinhua reported, a day after Philippine authorities formally charged 12 fishermen with poaching and attempting to "corrupt public officials," the Tubbataha management office said in a news release.

The 12 Chinese nationals were arrested on April 8 after their ship ran aground on the reef. The fishermen also faced administrative charges for for illegally entering Tubbataha Reefs Natural Park and for damage to the reefs. Crews will be sent to remove fuel from the 500-ton vessel to attempt to float it off the seabed, according to park authorities.

The Pentagon was caught by surprise Thursday when sensitive information about North Korea's nuclear program from a classified March 2013 report was "mistakenly" declassified and discussed during an open hearing on Capitol Hill, raising questions about how such a significant error could have occurred.

In a hearing by the House Armed Services Committee to discuss the Pentagon's budget, Rep. David Lamborn, R-Colorado, read from what he said was an unclassified sentence in an otherwise classified report by the Defense Intelligence Agency (DIA).

"DIA assess with moderate confidence the North currently has nuclear weapons capable of delivery by ballistic missiles, however, the reliability will be low," Lamborn read before posing a question about its significance to Joint Chiefs Chairman Gen. Martin Dempsey.

"Well, I haven't seen it," Dempsey said in response, appearing caught off guard. "And you said it's not publicly released, so I - I choose not to comment on it."

Multiple officials told CNN after the hearing that the information read by Lamborn was "mistakenly" marked as unclassified.

"Several of us here in the Pentagon were shocked by hearing that assessment read aloud in an open hearing," one defense official told CNN.

N. Korea missile report sparks U.S. intel controversy

A Pentagon intelligence assessment suggesting North Korea may have the ability to deliver a nuclear weapon on a missile has set off a flurry in Washington, with top officials trying to play down concerns about the capabilities of the Pyongyang regime.

The Pentagon's intelligence arm has assessed with "moderate confidence" that North Korea has the ability to deliver a nuclear weapon with a ballistic missile, though the reliability is believed to be "low."

Disclosed first by a congressman at a hearing Thursday and then confirmed to CNN by the Defense Department, the assessment by the Defense Intelligence Agency (DIA) is the clearest acknowledgment yet by the United States about potential advances in North Korea's nuclear program.

Dylan Quick Wanted To 'Wear Faces As Masks'

A man arrested over a knife attack at a college campus apparently told police he fantasised about cannibalism and about cutting off people's faces and wearing them as masks.

According to a search warrant affidavit Dylan Quick, 20, told an investigator that in the days leading up to the attack at Lone Star Community College near Houston, Texas, he had researched mass stabbings on his home computer.

The affidavit says Quick told police he prepared for the attack by sharpening various objects, including a hairbrush and pencils, to use as weapons.

EX-NORTH KOREAN SPY: "99% SURE WAR WILL ERUPT", "WE WILL DIE, AND YOU WILL DIE WITH US"

"NORTH KOREA NUCLEAR MISSILE TEST IMMINENT"

North Korean Threatens To Obiliterate Japan If There Is War

An editorial dated April 10 from the North Korean Worker’s Party organ, The Rodong Shinmun, emphasised that “Our army possesses sufficient second-strike capabilities to obliterate countries such as Japan”. In addition, it warned that “Throughout Japan, there are numerous American military bases and nuclear facilities, as well as military installations”. The editorial went on to threaten:”If there is war, Japan will be unable to escape the immensity of damage it will face, which will hardly compare to the nuclear calamities of the 1940s (in Hiroshima and Nagasaki)”.

The editorial was entitled “Destruction Is The Only Thing That Japan’s Hostile Machinations Will Bring”. Within the editorial it was even claimed that “Japan is stepping up preparations to accommodate a new Korean war in the Korean peninsula. In modern warfare, which places importance on mid- and long-range attacks, Japan will be unable to escape becoming the target of our second-strike capabilities”, and warned that Japan was within range of North Korean missiles.

When Exxon spilled oil in an Arkansas town

Warren Andrews had just finished putting up balloons for his stepdaughter's 18th birthday party at their suburban home in Mayflower, Arkansas, when his wife came inside and said something was wrong.

After stepping out of his house, and taking one glance, he immediately dialed 911.

"I don't know what's going on, but I've got a river of oil coming down the street at me," Andrews told the operator.

Five minutes later, the slick of noxious black crude spewing from a ruptured Exxon Mobil pipeline was eight feet wide, six inches deep and growing fast.

U.S. targets companies accused of evading Iran sanctions

The United States on Thursday slapped financial penalties on an Iranian businessman, a Malaysian bank and a network of companies it accused of attempting to evade international sanctions on Iran's nuclear program through money laundering.

The Treasury Department blacklisted Babak Zanjani and First Islamic Investment Bank for providing financial and other support to the National Iranian Oil Company.

It said Zanjani and a network of companies had moved billions of dollars on behalf of the Iranian government, including tens of millions of dollars to an engineering unit of the Islamic Revolutionary Guard Corps.

Idaho restricts drone use by police agencies amid privacy concerns

Idaho's Republican governor signed a law on Thursday that restricts use of drone aircraft by police and other public agencies as the use of pilotless aircraft inside U.S. borders is increasing. The measure aims to protect privacy rights.

In approving the law, which requires law enforcement to obtain warrants to collect evidence using drones in most cases, Idaho becomes the second U.S. state after Virginia to restrict uses of pilotless aircraft over privacy concerns.

"We're trying to prevent high-tech window-peeping," Idaho Senate Assistant Majority Leader Chuck Winder, sponsor of the measure in the Republican-led Idaho legislature, told Reuters earlier this year as the bill was pending in the legislature.

Pentagon officials 'don't know MOST of the people who are killed in their drone strikes'

Leaked intelligence files show that the U.S. government does not know the identities of the majority of people they killed in their controversial drone attacks.

More than half of the people killed by Predator and Reaper drones were simply identified as 'unknown extremists'

The drone strikes in question took place in Pakistan from 2006 to 2008, and then from 2010 to 2011 and of the 482 people killed in the strikes, 265 were not listed by name and branded the vague title of 'unknown extremists'.

Tens of thousands march in Chile's latest student protests

Thursday saw the return of massive demonstrations for education reform in Chile, with throngs of protesters pouring through the center of the capital Santiago, and groups of vandals torching city buses.

The protests, which have been ongoing nationwide since the 2006-2010 term of former President Michelle Bachelet, have proved to be an even larger political liability for her successor Sebastian Pinera. According to the Student Federation of the University of Chile, the latest demonstrations involved some 150 thousand participants.

Students taking part in the protests are demanding that Chile’s government provide free education and complaining of inadequate public schools and unaffordable private universities. Though Pinera’s administration is set to focus a portion of the country’s 2013 budget to finance school loans at lower rates, student alliances seem dissatisfied with the government’s lack of progress in the two-plus years of his term.

Cyprus bailout: Eurozone finance ministers discuss crisis

Eurozone finance ministers meet on Friday to finalise a bailout for Cyprus amid news that the country needs much more money than first thought.

The meeting in Dublin will review how Cyprus can raise its contribution to the bailout being put together by the European Union and IMF.

The cost of the rescue has risen to 23bn euros ($30bn; £19.5bn) from 17.5bn euros, according to Cyprus' creditors.

Meanwhile, Cyprus has loosened the capital controls it imposed last month.

North Korea can likely launch nuclear missiles: US spy agency

A Pentagon spy agency has concluded with "moderate confidence" that North Korea has the ability to launch nuclear-armed ballistic missiles but the weapons would probably be unreliable, a U.S. lawmaker said on Thursday

A Pentagon spokesman later said it was "inaccurate" to suggest North Korea had a demonstrated ability to launch a nuclear missile. That view is supported by civilian experts.

The assessment by the Defense Intelligence Agency (DIA) was made public by Republican Representative Doug Lamborn as he questioned Pentagon officials about North Korea's nuclear weapons program during a hearing of the House of Representatives Armed Services Committee in Washington.

Is H7N9's Infection Probability Small?

According to Mainland official reports, the Chinese
Academy of Sciences claimed that through research,
it was found that the H7N9 avian virus comes from
wild birds and domestic poultry,
proposing only a small probability of infecting
human beings, and should not cause a large-scale spread.
But this message has not convinced the public,
and many netizens refute it.
Overseas experts point out that 'small probability' itself
does not follow the principles of virology.
It is also irresponsible to suggest it.

According to the Xinhua News and CCTV News Network,
the Institute of Microbiology at the Chinese Academy
of Science found that genes of the H7N9 virus come from
wild birds of East Asia and domestic poultry from Shanghai,
Zhejiang and Jiangsu Provinces.
It is a result of gene re-assortment.
However, there is an extremely small probability
of a random incident of infecting human beings;
it will not become a serious pathogen or cause
wide dissemination.
Yet, this idea has met refutation from other virologists.

Dr. Lin Xiaoxu, a virologist in US:
"This is not a question of probability.
This argument is not in line with the principles of virology.
No one would make such remarks.
It is very unprofessional.

4 year old boy is the First H7N9 patient to be cured and discharged from hospital. (Flu discovered 1st March - death toll 10, 1 recovered....what is happening to the other 27 patients?)

SHANGHAI, April 10 (Xinhua) -- A four-year-old boy, one of China's 33 (38) patients hospitalized with the H7N9 bird flu infection, has fully recovered and was discharged from a Shanghai hospital on Wednesday.

The boy is the first H7N9 patient to be cured and discharged from hospital. The new strain of bird flu has claimed nine lives after the first human infection was discovered on March 1 in Shanghai.

Lu Hongzhou, a professor with the Shanghai Public Health Clinic Center, said clinical observations have found that if a H7N9 patient can be given treatment no later than five days after he or she shows flu symptoms, China's current therapeutic methods can be effective in treating the disease.

"Over five days, the patient's visceral organs can be damaged, and the medicines like oseltamivir will have little effect on the patient," Lu said.

Hong Kong education chief alerts schools on H7N9

Hong Kong Secretary for Education Eddie Ng on Thursday urged all schools to stay vigilant to prevent the spread of communicable diseases, especially H7N9.

During a visit to a local school, Ng said the government is concerned about the H7N9 virus, and bureaus and departments have liaised closely on preventive and control measures.

"We have already provided the Guidelines on Prevention of Communicable Diseases for schools to guard against communicable diseases," Ng said, adding that the bureau has also issued a letter to schools, together with the Center for Health Protection' s advice, to remind them to stay vigilant.
