India Swine Flu: Spurt in H1N1 cases, doctors advise caution

A sudden rise in suspected swine flu cases in the city, despite a rise in temperature, has left medical experts baffled. A few days back, three suspected swine flu patients were admitted to the Government Medical College and Hospital (GMCH).

City physicians said around 10 patients are undergoing treatment at various hospitals. The extended winter in early February in the region, the intermittent sharp disturbances during the winter to summer transition phase and declining immunity among the masses are reasons for the recent rise in swine flu cases, they said.

According to GMCH medical superintendent P Gattani, "Four patients suspected to have swine flu were admitted to GMCH in a week. However, the swab samples of these patients tested negative and they have been shifted from the swine flu ward. But they are still undergoing treatment at GMCH."

H7N9 bird flu detected in Zhejiang ducks

The National Avian Flu Reference Laboratory said Thursday that the new strain of bird flu, H7N9, has been found in two out of a total of 10 duck samples in Huzhou, Zhejiang Province.

The finding, which came after the virus was previously detected in chickens and pigeons, triggered a mass culling of some 7,000 live poultry in a key trading market in the city.

The live poultry trade in some 15 wet markets across the city has also been suspended after the finding.

The National Health and Family Planning Commission said that by late Thursday, the new strain of bird flu had killed 10 patients in the country, and there have been 38 infections detected, a figure that was brought up by the five new cases in Shanghai and Zhejiang Province Thursday.

China death toll hits 10 in H7N9 bird flu outbreak

The death toll from H7N9 bird flu in China reached 10 on Thursday with another victim in Shanghai, as cities banned people from raising chickens at home to try to contain the outbreak.

China has confirmed 38 human cases of H7N9 avian influenza after announcing on March 31 that it had found the strain in people for the first time.

One person, a young boy in Shanghai, has been discharged from hospital after recovering but the city reported the death of a 74-year-old retired man on Thursday.

Chinese authorities say they do not know how the virus is spreading, but it is believed to be crossing to humans from birds.

Why Obama's base is angry at him

Wednesday morning, President Barack Obama became the first Democratic president ever to propose cutting Social Security.

Democrats spend so much time defending the president, it is easy to forget that even the most beloved presidents make mistakes and missteps. His new budget, which proposes a new method of calculating inflation increases in Social Security payments, is a doozy.

Reps. Keith Ellison and Raul Grijalva, co-chairs of the Progressive Caucus, have been raising the alarm for months. Reps. Alan Grayson and Mark Takano circulated a letter firmly pledging to vote against any social safety net cuts. As of this moment, 33 representatives have signed.

Pakistan poll candidate 'shot dead'

A candidate in May's 2013 national elections in Pakistan was shot and killed Thursday by two gunmen on a motorbike, a senior police official in Hyderabad told CNN. Candidate Fakhar Ul Islam was targeted on his way home from his office, said Saqib Ismail Memon, the police chief of Pakistan's southern district of Hyderabad.

Islam was a member of Muttahida Quami Movement or MQM, Pakistan's most liberal and secular political party that is firmly opposed to the Pakistani Taliban or TTP.

Pakistani Taliban leader Hakimullah Mehsud has told Pakistanis to stay away from the elections.

'OK, N. Korea, you have our attention'

You know a global scenario is serious when even Darth Vader seems scared.

Developments in and around North Korea are so worrisome that they appear to have frightened Dick Cheney. The 72-year-old former vice president stopped by to visit with GOP lawmakers Tuesday and wound up talking about unpredictable, and perhaps unstable, North Korean leader Kim Jong Un. According to sources present at the meeting, Cheney offered this blunt assessment of the crisis in the Korean peninsula: "We're in deep doo doo."

Oh, that's just terrific. It's spring, and the cherry blossoms are in full bloom in the nation's capital. And so naturally our thoughts turn to... the threat of thermonuclear war?

Ex-N. Korea spy: War will break out

By The Numbers: Drones

Questions about unmanned aerial vehicles, or drones, are becoming more prominent as the United States has stepped up their use in counterterrorism operations overseas and law enforcement interest in the technology has grown domestically.

There is a moral debate over collateral damage, in some cases, stemming from drone attacks on terrorists overseas as well as concerns with the U.S. government targeting American militants in foreign countries.

There are also concerns about safety and their impact on air traffic as drones are used more in the United States.

CHINA CARRYING OUR ARTILLERY DRILLS ON BORDER WITH NORTH KOREA: "TAKING NO CHANCES IN CASE WAR ERUPTS", PREPARING FOR MASSIVE EXODUS OF NK REFUGEES

China recently moved an Army corps close to the North Korean border and staged a live-fire exercise with tanks and self-propelled guns.

Experts believe Beijing is taking no chances in case a North Korean provocation leads to an emergency.

The official Global Times on Monday reported that an armored brigade from a Shenyang mechanized infantry unit carried out live-fire maneuvers near the border on April 1.

Japan's Yomiuri Shimbun quoted a source in Dandong as saying the Chinese military has also stepped up vehicle patrols along the North Korean border.

Four more dogs found dead in Idaho as dog disappearances, killings mount

Four dogs have been found beaten in the head and shot to death in rural southern Idaho, authorities said on Thursday, adding to the mysterious disappearance and killing of dozens of dogs that has left residents in that area on edge.

Examinations showed that the German Shepherd mixes, whose carcasses had been dumped in a pile off a highway south of Twin Falls, had been bludgeoned and shot in the head, said Gary Trostel, deputy with the Twin Falls County Sheriff's Office.

"We didn't know until today how they had died: poisoned or shot or what. We knew it was some type of head trauma the way the eyes bulged out and with all the bleeding," Trostel said.

US INTELLIGENCE: NORTH KOREA "LIKELY HAS NUCLEAR BALLISTIC WEAPONS THAT CAN REACH THE US MAINLAND"

North Korea likely has nuclear weapons that can be delivered by ballistic weapons, according to a classified report by the Defense Intelligence Agency. It’s the clearest statement yet that the boy leader poses a legitimate and imminent nuclear threat.North Korea likely has nuclear weapons that can be delivered by ballistic weapons, according to a classified report by the Defense Intelligence Agency. The assessment comes amid escalating rhetoric by Kim Jong-un threatening nuclear strikes on the United States. It’s the clearest statement yet that the boy leader poses a legitimate and imminent nuclear threat.

According to the report, “DIA assesses with moderate confidence the North currently has nuclear weapons capable of delivery by ballistic missiles however the reliability will be low.” That line was read aloud by Rep. Doug Lamborn, a Republican from Colorado, on Thursday during a House Armed Services Committee hearing. Lamborn was questioning Gen. Martin Dempsey, chairman of the joint chiefs of staff, who seemed taken aback and declined to answer the question, saying, “I haven’t seen it and you said it’s not publicly released so I choose not to comment on it.”

SOUTH KOREAN FAMILIES STOCKING UP ON FOOD, CHILDREN BEING WITHDRAWN FROM SCHOOL IN ANTICIPATION OF START OF HOSTILITIES

he United States and South Korean armed forces went on the highest level of alert - Watchcon 2 - Thursday, April 11, ready for multiple launches after at least one North Korean ballistic Musudan missile was sighted fueled and ready to launch at any moment on the country’s eastern coast. With an estimated range of more 3,400 kilometers, it places US bases in Guam and the Okinawa islands within range as well as South Korea and Japan.

According to a senior US defense official in Washington, the floating SBX X-band radar is in position for tracking missiles fired by Pyongyang. South Korean officials, commenting on the apparent movement of several ballistic missiles on North Korea’s east coast, report that this is an apparent attempt to confuse intelligence monitoring by the US, Japan and South Korea.

The US and Japan, which earlier deployed Patriot interceptors in Tokyo, have said that any missile would be intercepted if it showed signs of heading for the United States or Japan. But neither mentioned a US military target or the possibility of a missile flying over Japan to land in the Pacific Ocean.

Military sources in Washington point to the US Defense Secretary Chuck Hagel’s warning Wednesday that North Korea is “skating very close to a dangerous line” with its bellicose rhetoric on nuclear arms, and his stress on America’s ability to protect itself and its allies, as the most serious statement to come from the Obama administration so far. It was the first warning of a US military response to a North Korean missile launch.

EMU plot curdles as creditors seize Cyprus gold reserves

First they purloin the savings and bank deposits in Laiki and the Bank of Cyprus, including the working funds of the University of Cyprus, and thousands of small firms hanging on by their fingertips.

Then they seize three quarters of the country’s gold reserves, making it ever harder for Cyprus to extricate itself from EMU at a later date.

The people of Cyprus first learned about this from a Reuters leak of the working documents for the Eurogroup meeting on Friday.

It is tucked away in clause 29. "Sale of excess gold reserves: The Cypriot authorities have committed to sell the excess amount of gold reserves owned by the Republic. This is estimated to generate one-off revenues to the state of €400m via an extraordinary payout of central bank profits."

Luxembourg softens bank secrecy, will report EU residents' earnings

Luxembourg will automatically inform other European Union countries about interest earned by their residents in the banking hub starting from 2015; its government announced on Wednesday, giving some ground on its long-cherished banking secrecy.

Pressure has mounted in the EU to fight tax evasion more forcefully; after the issue became embroiled in the Cyprus bailout and newspapers last week published leaked data revealing the names of 130,000 people from 170 nations who use tax havens.

Luxembourg said its decision stemmed from “the dialogue (it) had over years with its partners and of the analysis of what the future holds for international financial markets.” “Decisions of this importance have a preparatory phase that extends back far longer than those two very recent events,” its Finance Ministry said, referring to Cyprus and the so-called offshore leaks. “It is the result of a process of reflection and consultation, both with key actors in and outside Luxembourg.” The move will not affect residents of Luxembourg or non-EU countries. U.S. citizens may still see changes in the future, as Luxembourg is negotiating a new fiscal agreement with their country.

European Union imposes austerity bailout on Cyprus

The loan terms dictated to Cyprus by the troika of the European Union, European Central Bank and the International Monetary Fund (IMF) are predicated on the destruction of the pay and conditions of the working class and an onslaught against vital social and welfare programs.

After the IMF finalised its €1 billion (US$1.3 billion) portion of the recent €10 billion loan to Cyprus, IMF Managing Director Christine Lagarde said in a press release, “This is a challenging program that will require great efforts from the Cypriot population. We believe that it provides a durable and fully financed solution to the underlying problems facing Cyprus and provides a sustainable path toward a recovery.”

She added, “A combined financing package of €10bn is designed to help Cyprus cover its financing needs, including to service debt obligations, while it implements the policies needed to restore the health of the economy and regain access to capital market financing.”

Cyprus economy to shrink 12.5% despite EU bailout

Cyprus' economy will shrink by 12.5 percent over the next two years and its government needs to sell part of its gold reserves in order to meet the conditions of an EU-IMF bailout, whose final details are to be agreed over the weekend.

According to internal papers prepared by the troika of international lenders and seen by Reuters and the Financial Times, Cyprus' total financing needs are now €23 billion, six billion more than was originally estimated last year.

The €10 billion loans from the eurozone and the International Monetary Fund (IMF) will not increase, however.

Portugal's top court has ruled out euro membership

Since this is the central thrust of EMU crisis strategy – and the only way offered for Club Med states to regain lost competitiveness within monetary union – the court has essentially said that Portugal may no longer participate in the euro Project as currently constructed.

Specifically, it shot down four of the nine key elements in the austerity budget. Public sector wage cuts must be reversed. So must pension cuts.
Premier Pedro Passos Coelho is discovering that he cannot slash public pay unless he cuts private pay as well, which is entirely beyond his control in a free market system. Nor he can he shrink Portugal's Leviathan state. The situation is absurd.

The court made it clear that he should raise taxes instead. But raising taxes is not an internal devaluation. It may reduce the budget deficit, but it does not reduce Portugal's unit labour costs (UCL) or bring about the much needed wage realignment against Germany, or for that matter against China, Turkey, Poland, and Morocco.

Bus crash in Irving, Texas, 40 still trapped inside

More than a dozen people are injured after as many as 40 were trapped after a private charter bus overturned along state Highway 161/President George Bush Turnpike Thursday morning.

Initial reports said a bus rolled over near Belt Line Road and that as many as 40 passengers were trapped inside. Chopper 5 watched from above as firefighters pulled multiple victims out of the bus.

The bus came down on its right side, the same side as the exit doors, trapping passengers inside. Passengers had to use emergency hatches on the roof and push out the windows on the left side of the bus to climb out, or await rescue by passers by or emergency crews.

Austria slams U.S., UK "tax havens" as EU turns up heat

Austria hit back at critics of its banking secrecy on Thursday by urging Britain and the United States to crack down on money laundering and tax havens in their own backyards, as EU ministers prepared to debate the issue in Dublin.

Isolated in the European Union following Luxembourg's move this week to share foreigners' bank data to foil tax cheats, Austria's finance minister said she could discuss such a change of tack - but insisted it could not be a "one-way street" and accused London and Washington of failing to close international tax loopholes in the likes of Delaware and the Channel Islands.

"Delaware and Nevada are tax havens and money-laundering centers that have to be laid bare just as much," Fekter told Die Presse newspaper and adding that Britain was "the island of the blessed for tax evasion and money-laundering".

Senate to start votes on gun control measure

Two senators who brokered a breakthrough deal to expand background checks on gun buyers said they expected to defeat efforts to block the bill as the Senate takes up its first vote on gun-control legislation on Thursday.

Thatcher Death Party 'Planned For Years'

Police are being frustrated by protest groups' refusal to reveal their plans for an anti-Thatcher demonstration in central London on Saturday.

Hundreds of anarchists and others have openly discussed "the party of a lifetime" on social media sites.

It is planned for Trafalgar Square, the scene of a 1990 poll tax riot against a key Thatcher Government policy which was later scrapped and contributed to her political downfall soon afterwards.

North Korea's Missiles 'In Upright Position'

Meawnhile, Sky sources say the UK ambassador in Pyongyang has held a number of meetings with North Korean Foreign Ministry officials – signalling that Britain has a potential role to play in finding out what Pyongyang’s intentions are.

The US does not have an embassy in the North.

At their meeting in London, foreign ministers of G8 countries - United States, Britain, Germany, Russia, France, Italy, Japan, and Canada – are expected to press China to engage with Pyongyang and use its leverage to preserve the peace in that region.

North Korea is believed to have moved at least two Musudan missiles to its eastern coast.

South Africa Rhinos Under Threat From Poaching

Officials at South Africa's National Parks say they are "under siege" from rhino poachers and if the killings go on at the current rate the animal will be extinct within decades.

Despite a range of tactics like deploying the army, mounting helicopter patrols and even using drones in the past few months to try to pinpoint the poachers, the killing of rhinos for their horns is continuing at an alarming rate.

More than 200 rhinos were killed in South Africa in the first three months of this year.

Fukushima Radiation leaks: Leaks spur Japan's crippled nuclear plant to expand storage

Tokyo Electric Power, the utility that operates the Japanese nuclear plant devastated two years ago by an earthquake and tsunami, is scrambling to build more tanks to safely store radioactive water after leaks were found at makeshift pits.

Workers at the Fukushima Daiichi plant have so far filled up more than 80 percent of the 325,000 metric tons (1 metric ton = 1.102 tons) of available storage with groundwater contaminated by the damaged nuclear reactors.

Leaks in the current water transfer and storage system have added to the urgency to expand this capacity: on Thursday, the utility known as Tepco said pipes used to transfer radioactive water from a leaking pit burst in what is the fourth leak in less than a week.

The 2013 hurricane season is expected to be 'above average' featuring 18 tropical storms, nine of which will intensify into hurricanes, forecasters at Colorado State University report.

Four of the hurricanes will be major with sustained winds reaching at least 111 miles per hour, the leading U.S. storm research team said of their prediction on Wednesday.

An average season from June 1 to November 30th brings about 12 tropical storms, six hurricanes and two major hurricanes in the Atlantic, Caribbean and Gulf of Mexico, according to CSU.

Rehtaeh Parsons Attackers Unmasked: Anonymous threaten to unmask four boys who 'gang-raped 17-year-old girl who later hanged after they shared pictured on the internet'

Anonymous has vowed to expose the identities of the four boys behind the rape of a 17-year-old girl who killed herself after they circulated a photograph of the assault.

The hacking collective said that they knew who two of the supposed culprits were and that they were confirming the identity of a third before putting them on the Internet.

In a post the group added that it was ‘only a matter’ of time before they got the fourth as well.

Anonymous said that it took action after police in Nova Scotia, Canada, charged nobody over the death of Rehtaeh Parsons.

Blair: Labour Risks Becoming Protest Party

Tony Blair has delivered a stark warning that Labour's fierce resistance to austerity and welfare cuts could reduce it to a party of protest.

In an apparent dig at Ed Miliband, the former prime minister cautioned that the political centre ground did not shift to the Left after the credit crunch.

Mr Blair highlighted the danger of returning to the dividing lines of the 1980s, when Labour championed the "status quo" and languished in opposition to Margaret Thatcher's Tories.

Israel detains five women in Western Wall prayer protest

Israeli police detained five women activists on Thursday at the Western Wall, one of Judaism's most sacred sites, for wearing prayer shawls, which Orthodox tradition sees as solely for men, a spokesman said.

The incident occurred during a monthly prayer session by the Women of the Wall, a group opposed to police-enforced Orthodox controls at the Jerusalem holy site, where worshippers are segregated by sex in accordance with strict Jewish tradition.

"Police detained for questioning five women who prayed with religious garments at the Wall ... and an ultra-Orthodox man who burnt a book belonging to the Women of the Wall," police spokesman Micky Rosenfeld said.

Senate plan creates complex road to citizenship

An immigration bill being written in the Senate aims to wipe out nearly all illegal crossings along the southwestern border with Mexico while maintaining a 13-year timetable for existing illegal residents to win citizenship, sources said on Wednesday.

The carefully crafted language is intended to attract Republican support in Congress for comprehensive immigration legislation this year, while accommodating Democrats' desire to help the estimated 11 million foreigners living in the United States illegally.

The idea is to create tough law-and-order provisions that backers could argue would finally fix a porous U.S. border, as well as keeping foreigners who have obtained visas from overstaying them.

Spring storms unleashed heavy snow, rain and high winds, including tornadoes, across parts of the central United States on Wednesday, leaving thousands of residents and businesses without power and causing scattered property damage.

At least three people were taken to the hospital with injuries attributed to severe weather in Van Buren County, Arkansas, where an apparent twister tore through a church near the town of Clinton, damaged other buildings and uprooted trees, officials said.

Chinese officer accuses United States of secret biological attack over new strain of bird flu that has killed nine

A Chinese military official has blamed the US government for the new strain of bird flu affecting China, calling it a secret biological attack.

People's Liberation Army Senior Colonel Dai Xu said America released the H7N0 bird flu virus into China, in an act of biological warfare, in a blog on Saturday.

Writing on Sina Weibo, a Chinese microblogging site similar to Twitter, Dai alleged the new bird flu strain had been designed as a weapon, similar to severe acute respiratory syndrome (SARS), that affected the country in 2003 and which he claims was also developed as a US bio-weapon.

Britons 'less likely to have a job than East European migrants': Findings contrast with other countries with high immigration

Eastern European migrants are more likely to have jobs than native Britons, a research study revealed yesterday.

The finding is in contrast with other countries with high levels of immigration from Eastern Europe, where the reverse is true.

Researchers found that in the UK, workers from the countries that joined the EU in 2004 and later were 7 per cent more likely to be in work than British-born people.

Melanie Smith Trial: Family burned to death in feud over a pushchair: Fed-up neighbour 'killed five in rage after it was left outside her door'

The fire in North Wales caused a 'devastating' inferno which trapped Lee-Anna Shiers, 20, her partner Liam Timbrell, 23, their baby son Charlie, 15 months, Miss Shiers’s nephew Bailey, four, and niece Skye, two, in their first-floor flat (left). Mr Timbrell and Charlie were brought out alive by firefighters. Despite being badly burned Mr Timbrell managed to tell police that, moments earlier, he heard his neighbour Melanie Smith (in court flanked by officers, top right), 43, shouting through the letterbox: 'I'm going to burn your house down.' Mr Timbrell and Charlie died in hospital. Pictured bottom right (left to right): Charlie, Skye, Bailey, Miss Shiers (top) and Mr Timbrell (bottom).

U.N. talks on Syria chemical arms at impasse

Discussions between the United Nations and Syrian President Bashar al-Assad's government on a possible investigation into the alleged use of chemical weapons in Syria have reached an impasse, U.N. diplomats said on Wednesday.

Syria and the United Nations have been exchanging letters for weeks but the two sides are far from agreement on how the investigation should be run, diplomats said on condition of anonymity.

Syria has asked the United Nations only to investigate what it says was a rebel chemical attack near Aleppo last month. The opposition has blamed President Bashar al-Assad's forces for that strike and also wants the U.N. team to look into other alleged chemical attacks by the government.

Lanzarote Kidnap Claims: 62-year-old is arrested in London

Police investigating the alleged attempted abduction of a three-year-old girl in the Canary Islands say a 62-year-old man has been arrested.

The arrest came hours after pictures of a man accused of trying to kidnap the girl in a shopping centre in Costa Teguise, Lanzarote, were released.

The youngster's father spotted a man holding his daughter's hand and leading her into an alleyway last January.

Why guns are necessary: Shots fired, store owners fight back during robbery

A Logan Square shop owner and his family members fought for their lives last night during an armed robbery which was caught on tape.

62-year-old Louis Quizhpe was shot at nine times by a man trying to rob him. He was hit once in the right inner thigh, the bullet barely missing an artery.

Two African American men came into Louis’ souvenir shop in the 2200 block of N Western Ave looking for cash. One of the men pulled a gun on his Louis’s nephew while the other walked behind the counter to get to the register.
